Help with blueprints

So I’ve got a different question.
I have 3 sets of blueprints that were sent as pdf files. I’d like to make 2 of the set of prints transparent and paste them over top the 3rd so I can have everything on one to help with cable routing. Would I be able to do this with a pdf editor or should I look into cad software? Any and all help would be appreciated.
