I am trying to add fillable form fields to a PDF someone else created. I can use the prepare form feature, which seems to work, but after I save, close, and reopen, every time I try to click on a field to fill it out a darker blue box appears and it seems like it will only allow me to request signatures, not actually fill it out.

I've also tried manually creating the form fields, but I get the same result. I've tried opening it in Photoshop and saving it as a jpg and then opening it in Acrobat to try to get rid of anything in the original document that might be causing this, but I also get the same result. It seems I'm doing something wrong.

I'm not super experienced with Acrobat but I'm befuddled. I'm using Acrobat Pro on Windows 11.

I'm just trying to make this PDF easy for my wife to fill out and save because it's part of a monthly report she has to submit, and no one else from her work can seem to figure it out, either. If anyone has any advice, it would be greatly appreciated!
