ram quantity vs speed

OK so what would be more beneficial for gaming 2 x 8gb sticks at 3600 or 4 x 8gb sticks at 3000. I ask this because my pc won't let me run 4 sticks at 3600 for some reason but when I bring the speed down to 3000 it's stable.
