Please help! Changed some settings in bios and now it won’t start.

If this is the wrong sub to ask this question I’m sorry. I changed some settings on my pc in the bios (enabled intel turbo support and a few others i can’t remember the name of) and now my pc keeps turning on and off without anything on the screen. It seems like boot loop but safe mode won’t boot because the pc turns off by then and there’s no way to get back into bios.

I’ve tried resetting cmos by taking the battery out and using a screwdriver on the jumpers.

I don’t know if the mobo got fried or something. If so do I need to buy a new mobo and cpu?

I appreciate any help or responses.
