odd issue with a game and my controller

I like playing certain games with a controller just to the preface this. I bought ghost recon wildlands and I can't look around while driving, shooting, or moving and I've tried everything I can think of to fix it. I've even tried a couple supposed solutions from YouTube and I still can't. I'm just going to refund the game if I can't find a solution because I hate playing more arcade-like shooters with keyboard and mouse.
