Finding a program that will log FPS on an application to a text file:

Hey, I'm looking for a CLI program that will watch an application (liblava) and log the FPS to a file. Does such a thing exist?

If not (unrelated question) is there a way I can get FurMark to be less stressful / allow for more fps? looking to get like 1000 but 500 is fine (so like a less stressful mode ig)
