Fluctuations in the electricity?

There are times when the, i think, fluctuations of the electric socket of our house is so strong it turns the PC and tv off.. I mean I was watching a video then the damn things turns off then on again. My PC and TV is connected to s fused extension and my speakers are connected to a voltage regulator. The regulator makes these whirring noises when it happens, and it happens a lot, sometimes it just passes by but other times it turns the entire system off. anyway to fix this?
