Considering building first ever PC but don't know where to start

Hello! I've been thinking about building my fist ever PC, but it just seems so intimidating. I've only bought prebuilt desktops and laptops so this is all new to me. And with the pandemic I've been gaming more but my 7 year old laptop can't seem to handle it all.

So how do the builds recommended in PCMR Builds page actually stack up? I'm considering either the $500 Starter or the $750 60FPS Ultra Build. Would either of these work if I hooked them up to my 4K tv with an HDMI cable? Or are there other builds you might recommend that would work better? I guess the main purpose for this setup is to use it mostly for gaming and media (might get an external reader so that I can watch my DVD's). The games I'm hoping to play are Witcher III, Skyrim: The Elder Scrolls, Among Us, and maybe Red Dead Redemption 2. It would be nice if I could play the RPG's at the highest settings (my laptop can barely run any of these games without turning into a heater) but can make do since I'm aiming to stay under $800 if possible.

Also, are there visual guides or videos that can help me how to put everything together? Are there Youtubers you like and have good explanations? And what about software? What programs do I need and how do I install them? Do I really need to overclock or would it be safer to skip it so I don't mess anything up?

Oh, and this may be bit odd but are there options that are not loaded with RBG lighting? I understand it's super popular and pretty, but I just find it distracting. I hope that doesn't offend anyone. Maybe I'll change my stance in the future, but right now I just need something that will work.
