May have faulty power supply, IDK what to do

So, my grandpa has a PC, probably from the 90s or early 2000s by the looks of it, and it seems to have a faulty power supply. The fan inside the power supply stops moving when turned on, and the monitor doesn’t post. Is it time for an upgrade for him, while I save his HDD, or is there any way to fix this? I would really like an answer as soon as possible, I only have about a day to tell him what to do. Thanks to anyone who answers this.
