Little console boi is growing up into a PC man, are these specs bad for 300$?

A friend of mine is selling me a PC and he sent this when I asked for specs "But ya if any of this means anything, it's got an overclocked i5-4900k processor with a water cooler, a GTX 950ti graphics card, 16gb ram, an SSD for booting up and a regular hard drive for more storage (I think 750gb total?) And has a nice case with several fans and stuff I've added to it. It was top-of-the-line like 4 years ago and lasted me til now but I wanna start trying 1440p and 4k gaming and it's not gonna cut it for that"

Now to a non PC player this sounds like gibberish, and I kinda understand what he's saying, but I'm now knowledgeable enough to know if this is worth, I plan on upgrading the graphics card soon after buying the PC then the CPU afterwards.

EDIT: here are the actual specs some above were incorrect

4690k and MSI GTX 950. It's an AsRock Z97 Extreme 4 Mobo with Corsair Vengeance DDR3 2400mhz. It's a Samsung 860 Evo SSD (250gb) and a WD Blue 500gb. That's should be all the correct info for ya. And a Swiftech H220 X AIO cooler with an additional 4 case fans. And a NZXT H500 Case with a Corsair CX750m PSU
