Best 4K Graphics for Control

I have an i9 and a 2080 non SUPER GPU. Been playing control but the graphics look really blurred and non defined. FPS is over 80 FPS, sometimes 100 FPS. I just want to play the game with the best graphic settings for my PC without the blurriness and the less defined graphics.
PS. I always set motion blur to off.
