Minecraft only PC on a budget of $800. Is it possible with maxed out settings, including maxed render distance?

I have a budget of $800 to spend on a PC. I can build one if I have to, but it makes me a little nervous tbh. I would like to be able to max all settings, including render distance set to max, with no stuttering and smooth play. Can it be found/built?
