Stuttering in all uplay games

Recently I thought I'd try and play some of the games in my uplay library. When I booted up AC2 there was serious micro stuttering despite a constant 60 fps, same thing is happening with Far Cry 3, micro stuttering despite 60 fps. I've played these a while ago (around a year) and I don't remember any stuttering, however I could be wrong. Any help?

Specs: Intel i5 4690

Gigabyte 750ti

8GB DDR3

If it helps, I noticed that far cry 3 was using one core of my cpu significantly (~80%) while the others had only ~60% usage.
