It's under the "Post Process Effects" category. It's normally not done in real time due to the heavy framerate penalty, but if you have a lot more FPS than you can push to the screen it provides a noticeable increase in smoothness.
I get over 200 FPS on gm_freespace_13 with frame blend ON (and still got that when I had my G3258, which is an excellent chip for Source games) so as long as you have a reasonably good GPU and a processor with good IPC and clock speed you should be able to take advantage of this easily.
