A friend of mine was having this issue where whenever he booted up story mode the game would instantly crash, and even online would crash within 10 minutes every time without fail. This friend has a 780ti and a 4790k. So it unusual hearing this since I was running on just a 650ti, and have only crashed maybe once or twice since launch.
Finally I decided to guide him through the steps of disabling Nvidia streamer service as a last ditch effort to fix his game. Sure enough after turning off nvidia streamer service he hasn't crashed once since turning it off. Also this friend of mine was 100% certain that he already had nvidia streamer service turned off.
Moral of the story is, if your having issues with gta crashing and/or not performing as expected, go through and double check that nvidia streamer service is disabled entirely
For those who aren't sure on how to disable nvidia streamer service, here is a step by step process
Search for "services" using the search function on your PC and click on the services icon which should be 2 or 3 little gears
Once in the services window, scroll down until you find the nvidia cluster of services
Right click on "nvidia streamer service" which should be at the bottom of the nvidia cluster, and click properties.
In the properties window there should be a drop down box next to startup type, click that box and change it to disabled if it isn't already.
Next there should be 4 boxes below where you just changed startup type and they should say something like start stop pause and resume, hit the stop button if you haven't already
Next just click apply and you should be set, hopefully no more crashes and noticeably better improvement in all games
