Looking to build a PC for the first time in a decade

So, haven’t built a PC since 2014, and bought a laptop due to life circumstances.
I’m looking at some options with -4070ti and a 14th gen intel cpu.
Is there much difference between 12th and 14th gen from a performance standpoint?
Ideally can see some pre-built gaming pc’s with 12th gen for around $400 AUD less.
