Do I really need to upgrade?

Hi guys, currently have a cpu bottlenecked system running an old intel i5-6500, 16Gb ram, and RX 6700xt. My games stutter a bit, but I've since resolved this by increasing my GPU's minimum clock speed from 0Mhz to -100Mhz of maximum. After this tweak my games run better, but still not ideal. My motherboard is also old and doesn't have ARGB headers, M.2 Slots, M.2 wifi, etc. Heck I can't upgrade to W11 because of my CPU.

My budget allows me an upgrade to Ryzen 5 5600x with B550m Steel legend. Is the upgrade worth it?
