Power USB while idle

I have a corsair R850 PSU and I connected to it a usb hub which powers an arduino and a couple of led strips (controlled by the arduino). I thought that switching on the psu would turn on this subsystem independently of the pc being turn on or off but it turns out that it all only runs when the pc is on. Any one knows how I can tell the psu to power my usb hub? I read online that I can do it through my mobo but my mobo doesnโ€™t have any such option. Any workaround?
