What new GPU should you actually buy right now for around $400?

I know everybody hates the 4060 and 4060ti, but what gpu should you actually buy for $400USD right now? I live in Canada and based on the pricing I'm seeing, going with a 3060 or 3060ti is basically the same price as their 40xx counterparts, so I feel like a 30xx card isn't worth it. An RX 6700XT is about the same price as a 4060ti right now as well, with the 7700xt being about $100CAD more expensive.

I'm trying to help my brother buy a gpu, but I'm just not sure what is really worth the money at the moment. Used market where I live is pretty crap, so he's probably going to need to go with a brand new card. Id appreciate suggestions without going way over the budget of around $400USD (~$500CAD)
