Specs:
GeForce GTX 1660 Super GPU
Ryzen 5 3600x CPU
A520m ds3h motherboard
64GB Crucial DDR4 3200mhz (4x16gb)
Ok so here's a weird one. When I power on my pc for the first time after a little while it turns on but does not detect a signal on my monitor. My Bluetooth mouse and keyboard also aren't connected.
If I then force shut down by holding the power button it will then power on fine, it will rest fine. If I then power off and power on it will power on fine.
I've tested all my ram and slots, they all work fine independently and all slots are working. Reattached the cables and it's fine. Reseated the GPU, no issue there. Checked boot sequence and there's no issue there. I've even taken out my second SSD thinking it might be the issue but nope, issue still persists.
This issue was not there till today and this build has worked for the past few months.
Summary: 1. My PC will not detect signal or boot correctly after turning it off when it has been off for a while or turned off from the mains plug.
It's not an issue with RAM or boot sequence
After force closing it will work, boot, restart. Shut down and turn on fine again
After having the pc shut down for a while the issue persists again
Solved:
It seemed to be an issue with excess voltage. I turned off the PSU and disconnected it from the main power cable to the wall socket. I then double checked that all the pubs were securely corrected.
Then I held the power button down for 30 seconds to discharge any additional voltage and everything worked just fine from there on.
I also noticed that my motherboard (gigabyte a520m ds3h) bios version had been removed from the website so I updated it for good luck.

Turns out it was not solved but by holding the power button only appeared to help. Since this is somewhat inconsistent it's proving quite difficult to pinpoint the issue.
I'm going to disable ErP mode and see if that helps
Turns out ErP is already disabled so that's not it...hmm
