Power supply boot up.

When I turn off my PC, I always put the power switch off on my power supply (Corsair HX1000). The next day when I want to turn op my PC again (I switch on the back of PSU), the power won't turn immediately, and it doesn't work if I push the power button on my case. It takes a while untill I see my external (USB) soundcard gets active and then I can turn on the PC finally. Also sometimes the circuit breaker turns off. Do PSU's give a little peak voltage when they get power? A faulty PSU? What can this be? When it runs, its fine while gaming etc....
