Is my motherboard faulty?

I bought parts for a new PC. Ryzen 7 7 7700x, Asus TUF B650M-Plus, Corsair Vengeance (2x16) 32gb Ddr5 6200Mhz, Rtx 4070. I plugged my memories on slots A2 and B2, but I was not able to turn DOCP on, the PC was unstable. I tried to plug them on slots A1 and B1, the Pc was unable to start. I plugged one stick at time on slots A1 and B1, didn't work. I updated BIOS, removed the CMOS battery, nothing worked. So, to summarize, on slots A1 and B1 the Pc doesn't POST and on slots A2 and B2, unable to turn DOCP on. Thanks in advance.
