Computer won't fully turn on

The top light for cpu is solid with the DRAM light blinking.

All lights and fans turn on.

This occurred when changing to a new, much quieter air cooler. The ROG strix 240 was very loud. The new arctic liquid freezer is significantly quieter and larger.

The new AIO was a little bit too large for the case. The tubes going to the radiator were pulling on the graphics card. When I turned it on all of this happened. There is no image on the screen and those lights on the motherboard were on. I bought a new, larger case and installed everything all over again to the same result.

I tried a different graphics card as well. I also tried it with just 1 stick of ram. I also tried pulling the cmos battery overnight. I checked to make 100% that all of the screws put into the motherboard had standoffs below.

Please help.
