RAM/CPU Percentages mysteriously climbing and then some.

Ok, so I'll start from when I first started getting issues. I was playing Guild Wars 2 and my PC froze and had some graphical glitches on the screen as it did so and i had to restart my computer. I went back into the game and it did this about 2 more times. Then my computer would just sort of restart itself and then load back up with a very bad resolution and lines on the screen. Anyways, I figured out that this was my graphics card going bad and I have a warranty which I'll have a new one soon. Now after this, I started to experience the RAM and CPU percentages of mine climb like crazy. Just from sitting on my desktop, the RAM would go up to like 99% and sit there for a while, then slowly go down a percent at a time. Same for the CPU but it was all over the place. Now, I had an old graphics card I used when I first built my computer which I put back in temporarily until I get my replacement. I then tried playing a very low graphic req. game, Terraria. And this game began to stutter and freeze, all very frustrating. So at this time, I was experiencing many issues with my computer not starting up properly, it would start, stop, then fully start, instead of just the usual full start. I tried remounting my RAM and the graphics card and experienced an "Attempted Execute of No Execute" error message upon starting up. I used the motherboard speaker and got the code for messed up RAM, which i figured out I didn't push it in all the way. Anyways, after all that, I was getting the correct beep and everything internally seems to be fine. Except that the existing issue is that my RAM and CPU just keep climbing and I cannot seem to find why. And, I guess that is what's making Terraria, my browser, etc. stutter? I did 2 Tech support calls with microsoft and they had me do some Disk Drive cleaning, %temp%, %systemroot%, regedit, mdsched.exe, CleanMGR, and msconfig. There was a temporary fix but very temporary. Sorry if the beginning info is somewhat useless, I just wanted to put everything in as it has been a whole sort of problems in a row. I know that it might be suggested to do a clean installation but I feel like the problem may just return? I also tried to the clean installation with refreshing my PC a while back but ran into some issues with the media installer I think it is. Anyways, here are my PC specs: CPU: I5, 3550 RAM: 16GB, Corsair Vengeance GPU: Geforce GT 530 (temporary) , EVGA Geforce GTX 760 (my usual) OS: Windows 8.1 Thank you so much for any help I may receive!
