Games stuck using old versions of DirectX.

Hello. I just got a new gaming laptop, and am so excited! However, when I launch a game on Steam, it sucks. Let's use Portal as an example. Normally the portals look very beautiful. Right now whey are plain ovals.

I looked up my issue, and all signs point to them using DirectX 8 or lower. No matter what I try, I cannot get it to work properly! It could be using the Intel instead of my Nvidia video card, but I can'y change it. I am so frustrated right now! Can someone please help? Dell, Nvidia, and Steam support are not being helpful.
