Frame Rate?

I've noticed a lot of complaints from console users (more so with Xbox One users) regarding controller steering, physics, etc. but I haven't seen anyone discuss anything about frame rate issues? For me, it seems the frame rate is constantly dipping from 60 FPS to around 40 FPS and sometimes it gets so slow that the sound slows down too. Surely I can't be the only one affected like this (Xbox One)?
