Hi, I am in Australia, paying someone in Russia in Euros.

I commissioned an artwork and the artist sent me an invoice via email, I clicked the link and it opened the invoice in paypal, all good so far (as far as I am aware, this is my first time paying like this), I click the Pay [currency] button and another window opens up, it logs in and thinks for a bit before saying

"We couldn't complete your payment for you. To get your payments working again, check your account or contact us" and no further information. I have tried all of the troubleshooting options the site lists and also the ones I found on other sites where people have asked.

The contact page is currently unavailable. I really need to pay the artist as they are waiting to start. I don't want it to seem as though I am avoiding paying them.

One option I found is just going through the send payment option, to pay for a good or service but it says that the seller pays a fee, I don't want them to pay a fee just to receive payment from me.

Please help, this is getting quite frustrating.
