Transferring funds to PayPal issue

My girlfriend recently got a large sum from a child support payment and she wanted to move it off her child support card before the baby daddy realized it happened and tried to get it back. So she transferred the amount to PayPal, paid to expedite it. They put it on hold minus $500 they gave her access to ($3500 total for transfer). Said she would have to wait 5 days for the rest. She spent the $500 on things for her child and then the rest never moved out of pending.

On October 29th PayPal said they had to refund it back and she would have to pay back the $500 that she spent. Now as of today they havent returned it to the original card, they are saying she has to put the 500 back in her account before they will move any of it back and I think it is just lies.

Any thoughts or ideas? The original card through US Bank cannot do anything for 15 days, which means their are 10 left since the attempted reversal. I dont want to put 500 of my money on her card for another lie from PayPal. It is a business debit card and the US Bank card is also a debit card. So the money was valid.
