Somone used my email address to create a PayPal account

Tech support said that as long as you use an email address. Even if you do not confirm it. It will lock that email address. So somone can make a PayPal account using bill gates or even the ceo of steams email and lock them out of using their email. What bullocks is this? I can confirm that I own the email.. A simple email to me would show that. It is stupid
