Not receiving OTP by text, nor able to tap "Having trouble logging in?"

Is anyone else unable to login at the moment? I'm trying to do something time sensitive and PayPal is being weird, I'm not receiving any OTP from text and tapping "Having trouble logging on?" makes the text lighter in color but doesn't take me anywhere.
Is anyone else having similiar issues?
