Can't get authenticator working HELP

When I log into PayPal it asks for a code from an Authenticator app. I never set one up before I saw that. So I down load 2 different authenticator apps, and I need a code from PayPal to set it up. I tried to contact PayPal, but I can't without logging in. As soon as I log in it goes straight to the screen asking for the authenticator code. I went to the community help. Same loop. Can't search or ask anything without logging in. Then straight to asking for a code. Please help.
