Does anyone know how to increase the bot limit of 3?

I remember several people doing this with 7-12 bots (along with gage hud to display each status).
Setting the CriminalsManager.MAX_NR_TEAM_AI beyond 4 is not enough. There is another thing preventing the ability to increase the amount.
