Question for anyone who bought a 4 pack.

My friend bought a 4 pack a few days ago, and I downloaded the beta and installed it before him. Everything is fine for me but he did not receive the loot bag gear. He saw a post online that there is a bug that the first person to activate a copy gets the loot bag, and the others don't. We were thinking it might be fixed at launch but it was not. Is anyone else getting this or is it pretty isolated?
