Weapon Mod "Trigger socketed Spell when you use a skill"

Hi guys I'm new to the game (Have only been playing on Ps4) and am wondering where I could unlock the weapon Mod mentioned in the title &/or do I just have to get lucky identifying equipment in the hope of finding the skill (will this allow me to craft it then?).
As I have not been able to find anyone selling a wand with such a stat and I'm currently lvl66 doing chapter 10 never having came across it.
