Fairly new and following delve builds as they appeared on the ladders on poeninja this league (not endless delve). The build has progressed into needing boots with the modifier "Cannot be chilled" with #% movement speed. I am at my wits end trying to figure out how to get this on a rare pair of boots. Best I can tell it has to do with the syndicate, but I cannot figure out how to single in on this one mod -- and Poetrade doesn't seem able to search for this mod specifically. I've just been buying boots that are veiled by rin and unveiling them hoping I get the mod -- but it doesn't seem to be working -- I've tried a number of boots but new mods don't seem to show up anymore. I found one post that said rin was the member to target, but it may be outdated.

This is driving me nuts -- please help. I don't know what to do with my time to move in this direction -- seems pretty important for my build.
