[Question][Build]Looking at Kinetic Bolt and Spellslinger - Starter Build Ideas?

I have never done a wander before, and the idea of Poets Pen has always interested me. With the new Wand stuff and Spellslinger I was thinking of doing some sort of cold based wander, using Spellslinger to trigger cold spells, maybe Herald of Ice, and then using Kinetic Bolt as my actual attack.
But I have never built a Wander before.
Is anyone else doing a Wander as a starter with this sort of concept, and if so, what are you going with?
