Need advice from a Veteran

I'm looking for a 3.4 league starter as a Juggernaut cause I want to spec into a RF - scorching ray and those are as known not the best league starter.
Must have : really good leveling experience , I want to have no problems with the Act 1 - 10 content (doesn't matter if the damage drops in tier 8 map since i respec anyway)
Should be as cheap as possible cause i want to save currency for the RF
Should be a Juggernaut
Clearing should be good - okayish
