Just gotta know how to use her. You can't traditionally flank with her but you can throw yourself into a positional advantage like high ground where not only you have cover for the throwing animation and time before you pull your weapon out, but you also have the high ground. I've gotten 30 kills with her in my two sessions playing with her. Anyone who says a legend is bad just doesn't know how to use them. Same goes for me.
