Anyone else have problems with Pasadena Water & Power's autopay?

The bill me every month for electricity, but their due date for payment is usually after the issuing of the next month's bill. Which means every other month, I get overcharged and then credited. It seems like a really stupid system and I'm not really sure how to fix it.

As an example here's how the billing cycle works (with made up numbers and dates but should give an idea):

9/01: Month 1 bill issued for $200 with due date of 10/0510/01: Month 2 bill issued for $150 with outstanding unpaid amount of $200, bringing total unpaid amount to $350. Due date of 10/3110/05: Month 1 autopay is processed for $20010/31: Month 2 autopay is processed for $35011/1: Month 3 bill issued for $120, but the overpaid autopay covers the total and means I have a $30 credit12/1: Month 4 bill issued for $200, but the $30 credit brings it down to $170, due by 01/0401/01: Month 5 bill issued for $180, with $170 outstanding unpaid, due by 01/3101/04: Month 4 autopay is processed for $17001/31: Month 5 autopay is processed for $35002/01: Month 6 bill issued for $200 but I have a $170 credit from overpaid autopay, which is applied, bringing the total due to $30.

Rinse and repeat forever. It's really getting annoying, especially during Summer when we run the AC a little harder and therefore the bills get a bit more expensive. The combined total for my September and October bills was $440, but because of the misaligned autopay/billing schedule I've had to pay about $700 on my current credit card statement. Which, sure - it means my next bill will be fully covered, but it's pretty annoying to be forced to overpay every other month simply because the auto system can't figure itself out.

Anyone else have, or dealt with, this problem?
