Help! Found this pigeon like this. What do I do?

He can’t lift his head. I gave him some water but that’s it. He doesn’t eat. Is this contagious in any way? I have a cockatiel at home.
Or is it deadly? I’ll take him to an avian doctor tomorrow because it’s too late right now and they’re not answering my calls. I took him to an average vet but they didn’t know what was wrong with him. I never looked after a pigeon so I have no idea what to do. Please give me some advice.
