I'm a bit confused on the new mastery system

Hi all,

I logged into v42 for the first time last night and I had thought that paying the 750k rep would unlock the next 10 levels of mastery to go through (similar to prestige on COD) and each set of 10 you got a cooler crown and maybe a cooler skin recolor, but, that doesn't seem to be the case.. I have a couple questions:

Do I need to buy every level after 10? When I complete level 2 of a hero will I need to pay before I can unlock level 3?? Will any experience I earn after maxing out a level and before buying the next be saved or is it a waste to play the hero until I have enough rep?
