She's basically useless right now.
Serenity - this does not pass through minions like Dekker's stun bubble. In addition, the slow is weaker than other heroes. Countess' slow is -400 from the start, while Serenity only gets to -350 at the fourth upgrade.
Alacrity - the speed boost is too little for not long enough. Gadget's speed gate and Narbash's speed boost are all much faster and longer. Narbash: 65|90|115|140 for 3s. Gadget: 125 boost for 1 seconds Muriel: 35|50|65|80 for 2s.
Consecrated Ground - the shield effect is too small for damage levels in mid to late game. Morigesh and Revenant can both do more than 325 damage with their ult or Obliterate respectively, even without power scaling. With power scaling? Effectively useless.
Reversal of Fortune - Initially I thought maybe the slow was a good change. After testing it though? It sucks. Also, the shielding does not scale well to current damage and burst in this meta: 350|600|850
850 is two crits from Sparrow or Murdock, let alone bursters like Gideon and others.
The fundamental issue with all of Muriel's abilities is that they don't scale. I can't invest CP and make them better. I can't get a better slow out of my deck choices, while other characters can make their abilities do more damage. That is a fundamental build disparity in the card system.
Please fix Muriel soon. I'd like to actually be useful in matches while I work on mastering her. I just hit level 9. But she's useless so why would I play her in a match and be a drain on the team?
