I propose that the amount of piracy should be tied to the amount of warfare going on and most importantly considering big losses of territory or the result of lost battles. I am not sure how much CKII even has piracy, but it surely exist in EU3 and addons and this should be the target, although, if possible, ck2 would be nice too.
