Every time I try to play the game, I hit an administrative capacity wall that the AI empires seem to ignore entirely...

...as a result, the economy and military of the empires neighbouring mine ends up dwarfing mine quite early on in the game, and not being able to build enough districts and/or facilities to stave off unemployment in my empire becomes quite a pain in the ass, too.
Is this normal, or am I playing the game the wrong way?
