Does anyone know what's wrong with the new Stellaris launcher and why Lithoids are not showing up in the species list?

I am up to date with the game and just verified the local files. According to Steam everything is good. Yet when I hit play the launcher crashes after 5 seconds. Yes I can start a game and I can enable all my mods but I can't go through the lists to disable the opens that haven't been updated to 2.4.1 yet. Also I wanted to play with the new Lithoids race but whether or not I have mods enabled or I'm playing a vanilla game they aren't on the list of species choices.
