How do AI non-western nations generally stay on tech parity?

Lately I've been trying to play some non-western nations, which I haven't done since institutions were introduced.
When I play a Western nation, I usually see all the non-western nations, at most, one or two techs behind the Europeans, even the Native Americans.
However when I was playing Kongo, I was consistently 5 techs behind in all categories, and no matter what I did I could not get renaissance or Printing Press to spread to my provinces. (I got fuedalism from developing, and colonialism from having colonies)
England then comes along and demands a 100% war score peace deal, taking over half my land because I'm defenseless. (Talking a 30k stack of mine getting stackwiped by their 12k, purely on tech difference)

So what am I doing wrong here?
Late game the Africans usually only lose a couple coast provinces, if they even lose any provinces
