Hi
what determines the capital of a colony? It seem very random because I make one province about 20 development but when the colony nation forms they pick another shit province with like 5 development.
Why is this? Shouldn't they should pick the best province?
edit: also why does my colonies keep insulting me for doing nothing wrong? 150 relations and still insults??? why?
