Germany has capitulated, who leads the axis now?

Playing as Italy, the axis consisted of Germany, me, Japan and Menguoko. Germany got curbstomped by the allies and comintern (AI cleverly declared war on both without first beating France)
I however am only at war with the comintern (as is Japan)
However I am not the leader of the axis, and as far as I can see nor is Japan, how do we invite new members?
