Clipper Convoys bugged in PDM?

I have been playing PDM mod with all the expansions. When I try to build any kind of ship (transports, frigates or man'o war), they never get build, because they are waiting for Clipper Convoys.
However, when I reload the game, they start the construction ASAP.
I do not suffer attrition because lack of Clippers Convoys either, but I can't buy manually, even with the 6th rank in prestige.
What is happening?
