How do I keep my babies warm when they go outside during February in Minnesota

the temperature is like 20 below every day, plus windchill. my youngest dog (1.5 years old) only weighs 4 pounds and her dad weighs 8 pounds. once it gets around zero degrees Fahrenheit, they cant even make it off my deck and their feet start to hurt and it's so sad to watch. I have a little potty box in the corner of my room so they dont have to go outside, should I just keep doing that until its warm again? TIA
